    【深度】北美华人人力资源夏季论坛在硅谷举办:当AI、全球化与华人HR职业成长进入同一张现实图景 2026年5月16日,北美华人人力资源夏季论坛在硅谷成功举办。会议围绕AI重构HR、全球化企业人力资源管理、招聘与人才战略、组织协作模式、员工福利与北美华人HR职业发展等议题展开深度交流。论坛现场汇聚加拿大、波士顿、纽约、达拉斯、洛杉矶、西雅图、新加坡等的70多位来自AI、新能源、金融、制造、生物医药、高科技、新零售等以及出海服务与专业机构的HR负责人、企业管理者和行业专家,呈现出小规模、高密度、深交流的专业社群特征。特别感谢BIPO的赞助支持! 与许多大型行业会议不同,本次论坛并不追求议题的泛化覆盖,而是把问题拉回到北美华人HR正在真实面对的职场现场:AI正在改变HR的工作流和组织边界,中资与全球化企业正在进入更复杂的海外运营周期,招聘和人才策略正在被AI工具重新定义,企业福利与合规正在成为中小企业管理中的刚性问题,而华人HR自身也正在经历从执行支持到业务影响者的角色升级。 这也是本次论坛最有价值的地方。它不是一场只讨论趋势的会议,而是一场把趋势、业务、组织、合规和个人成长放在同一张桌子上讨论的会议。对于北美华人HR而言,AI不是远方的技术话题,全球化也不是企业高层才需要处理的战略概念。它们正在进入日常工作:进入招聘筛选、员工服务、绩效沟通、组织重组、跨文化管理、福利采购、合规判断和职业发展路径之中。 AI不是简单替代HR,而是在重构“工作本身” 论坛上午,来自 Nvidia 的 Senior Group Product Manager Jiajia Chen 以“See how AI turns HR upside down|看AI怎么把HR搅得天翻地覆”为题进行主题分享。她指出,AI已经进入招聘、员工服务、面试反馈总结、学习内容生成和HR数据分析等多个HR工作流。其分享材料中提到,第一波AI应用首先影响的是重复性、规则化和高频率的工作,例如职位描述、候选人筛选、员工政策问答、访谈纪要、学习内容生成和HR分析等场景。 但这场分享真正重要的判断,并不是“AI会自动化多少HR任务”,而是“企业如何重新理解劳动力”。在Jiajia的分享中,未来组织中的生产能力不再只来自传统意义上的员工,而是由人类员工、AI agents、copilots、bots、平台能力甚至物理机器人共同构成。换句话说,企业不再只是管理headcount,而是管理一种更复杂的productive capacity。 这对HR提出了完全不同的要求。过去,HR主要围绕人进行管理:招聘多少人、如何评估人、如何培养人、如何保留人、如何处理员工关系。AI时代,HR必须进一步参与“工作如何被完成”的设计。哪些任务由人完成,哪些任务由Agent完成,哪些流程由平台承接,哪些决策必须保留人的判断,哪些风险需要治理机制兜底,这些都将成为HR无法回避的问题。 Jiajia在分享中提出,HR正在走向workforce architecture。这个概念意味着,HR不再只是人力资源流程的管理者,而要成为工作、能力、治理与责任边界的设计者。对于很多HR来说,这可能是AI时代最大的挑战,也是最大的机会。因为当企业的劳动力结构发生变化,真正懂组织、懂业务、懂人、也懂AI工作流的人,将成为企业中非常稀缺的角色。 从写代码到管理Agent:技术领导者眼中的组织重构 随后,2026 NACSHR Conference Chair Bijun Zhang 与 PingCAP 联合创始人兼 CTO Dongxu进行了 Business Fireside Chat。这场对话成为论坛中最具冲击力的内容之一。Dongxu基于一线技术领导者和企业管理者的经验,分享了AI尤其是智能体Agent对软件工程、组织架构和人才培养的影响。 他的核心判断是,AI对研发模式的改变并不只是提升编码效率,而是在推动工程师从“亲自执行”转向“管理AI智能体团队”。未来工程师的价值不再只是能不能写出代码,而是能否定义清楚目标、构建验证环境、判断结果质量,并让Agent在可反馈的系统中持续完成复杂任务。 这背后涉及三个关键能力:目标工程、验证工程和环境工程。目标工程解决的是“人到底想要什么”的问题。很多时候,人类并不是缺少执行能力,而是没有把模糊需求转化为清晰、可执行、可验证的目标。验证工程解决的是“AI做得对不对”的问题。只要一个任务的输出可以被验证,Agent就可以通过反馈持续迭代。环境工程则是为Agent搭建可以工作、可以试错、可以校验结果的基础设施。 这对HR具有强烈启发意义。AI时代的人才评价,不能只看一个人掌握了什么固定技能,也不能只看过去做过什么项目。更重要的是,他能否定义问题、组织资源、判断结果、使用工具、驾驭系统,并在不确定环境中持续学习。一个人的“AI协作能力”正在成为新的底层能力。 在组织层面,Dongxu也提出了非常前沿的观察。当Agent能力持续增强,未来团队可能变得更小、更扁平、更接近“高密度超级节点”。一个新产品从0到1的核心人类团队,可能只需要少数关键角色,每个人都带领自己的Agent团队完成不同环节的工作。这种变化将挑战传统组织中的汇报线、岗位边界、管理层级和绩效衡量方式。 对于HR而言,这不只是技术团队的变化,而是未来组织设计的变化。传统HR体系很大程度上是围绕岗位、层级、汇报关系和职能边界建立的。但在AI原生工作方式下,组织可能越来越围绕任务、目标、工作流和人才密度来运转。HR必须提前理解这种变化,否则很容易用旧的人才管理框架去解释新型组织中的问题。 全球化进入深水区,HR从支持职能走向组织稳定器 如果说AI讨论的是未来工作形态,那么BIPO Founder & CEO Michael Chen 的分享则把问题拉回到全球化企业正在面对的现实挑战。他以“Long-Term Focus: Delivering HR Certainty for Global-Scale Enterprises|走向长期,为规模化全球型企业构建人力确定性”为题,分享了企业出海和跨国人力资源管理中的长期问题。 Michael指出,企业全球化并不只是业务走出去,更是组织能力、人才能力和文化能力的系统建设。很多企业在出海早期,往往依赖个人信任、临时经验或总部惯性来处理海外管理问题。但当业务进入多国、多区域、长期运营阶段后,这种方式会很快遇到边界。全球合规环境持续趋严,本地化要求不断提升,企业不能只问“能不能落地”,更要问“能不能长期跑得稳”。 BIPO 的分享中也提到,企业出海正在从探索期进入长期、多国并行运营期,HR面对的不再是单点落地问题,而是全球组织、全球文化、全球人才、全球机制、全球治理和全球运营平台的系统性建设。 这意味着,HR的角色正在发生本质变化。过去,HR更多被视为后勤支持部门,重点是招聘、发薪、社保、入离职和员工关系。但在全球化企业中,HR越来越多地参与风险管理、组织稳定、跨国协同和长期运营能力建设。尤其在涉及跨境雇佣、薪酬税务、劳动合同、休假制度、数据合规、本地文化和员工关系时,HR的判断直接影响企业是否能够在海外市场长期稳定经营。 Michael的分享也与本次论坛的整体主题形成了呼应:AI正在改变工作方式,全球化正在增加组织复杂性,而HR必须在这两股力量之间找到新的定位。未来优秀的HR,既要理解技术带来的效率变革,也要理解全球化带来的合规与文化约束;既要帮助企业更快,也要帮助企业更稳。 中资企业出海:不是复制国内,也不是完全本地化 上午的圆桌对话“在美中资企业人力资源管理:变局中的适应与探索”,由 Canadian Solar Global HR Director Angela Rui 主持,邀请多位来自好未来、美的、腾讯、中国移动等中资出海企业背景的资深HR管理者参与。相比宏观趋势,这场讨论更接近中资企业在北美和全球化运营中的真实管理现场。 嘉宾们反复提到一个核心矛盾:中资企业出海既不能简单复制国内管理方式,也不能完全放弃自身组织优势去适应本地市场。真正的难点,是在保留企业核心DNA和调整管理语言之间找到平衡。 很多中国企业在全球市场中的竞争力,来自高效率、强执行、快速响应和高度投入。这种“中国速度”不应被简单抛弃。但在美国和其他海外市场,管理行为必须更加透明、具体、量化和可预期。国内管理者习惯使用相对模糊的指令,依赖员工自己理解和补齐上下文;而在美国职场中,员工更需要清晰的目标、明确的步骤、可量化的标准和边界清楚的责任分工。 跨文化协同工具也成为讨论中的一个具体切口。随着中资企业在全球范围内推进统一办公系统,很多看似普通的软件设置,都会在海外场景中引发文化适配和合规问题。跨时区即时消息、已读提醒、会议录制、数据存储和员工隐私设置,都会影响海外员工对工作边界、信任关系和合规风险的感知。HR在这一过程中不只是系统上线的协助者,更是跨文化解释者、风险识别者和组织沟通机制的设计者。 嘉宾们还从不同出海模式出发,分析了HR策略的差异。投资并购型企业更需要尊重被收购公司的本土管理体系;科研和技术资源利用型企业需要赋予海外团队更大决策空间;市场销售型企业则必须高度重视本地劳动法、雇佣关系、解雇流程、休假制度和员工关系管理。不同出海目标决定了不同的人才配置、管理授权和组织协同方式,也要求HR具备更强的场景判断能力。 这场圆桌的意义在于,它把“中企出海”从一个宏大的战略词汇,拉回到HR每天要处理的真实问题:总部想要速度,本地员工需要边界;业务需要落地,合规要求谨慎;总部希望统一,海外团队需要授权;中国管理者习惯高密度沟通,美国员工强调工作生活边界。HR正处在这些张力的交汇处。 员工福利不只是成本项,而是中小企业的人才基础设施 下午开场后,加州执照健康保险和商业保险经纪专家安妮围绕加州企业员工团队健康保险进行专题分享。这一环节虽然不如AI议题宏大,但对于北美中小企业和HR而言非常现实。 她指出,许多企业在设计员工团队健康保险时,同时面临三类痛点:预算上涨、员工需求差异化和地理分散带来的医疗网络覆盖难题。尤其在加州市场,企业既要控制福利成本,又要满足员工对HMO、PPO、HSA、高免赔额计划、特定医生网络和家庭保障的不同偏好。传统单一团体保险方案越来越难以兼顾所有需求。 安妮介绍了“定额贡献(Defined Contribution)”模式,即企业先确定每月愿意为员工承担的固定补贴金额或比例,再由员工在平台内根据自身需求选择适合的保险计划。这一模式的核心价值,是让雇主更好地控制预算,同时让员工获得更大选择权。对于HR而言,灵活参保平台也有助于简化行政流程,将多保险公司、多计划选择和多员工需求整合到相对统一的合同、账单与服务支持体系中。 这一分享提醒HR,员工福利不是简单采购,也不是每年续保时被动比较报价。它本质上是企业人才基础设施的一部分。一个合理的福利方案,既关系到员工体验,也关系到企业成本可控、合规风险和人才吸引力。尤其对于北美华人创业公司、中小企业和出海企业来说,健康保险往往是从“家庭式管理”走向“正规雇主品牌”的关键一步。 HR AI产品生态正在加速成型,但HR不能只停留在工具使用层 随后,硅谷人才专家、硅新社特约评论员 Tom Zhang 带来“AI 重构 HR:10 家HR AI 公司产品点评与趋势洞察”主题分享。他将内容分为两个维度:一是“后天的HR”,即AI驱动下HR职能、组织结构和人才角色的长期变化;二是“今天的HR”,即当前硅谷已经出现的AI原生HR产品和平台案例。 Tom Zhang认为,AI将首先深度影响招聘、员工服务、培训和HR运营等高频流程。AI Agent可能成为员工获取HR服务的第一入口,承担政策问答、流程指引、入职提醒、信息汇总和个性化服务等工作。随着AI能力进入HR日常流程,传统HR模块之间的边界也会被进一步打散,未来HR的能力结构将更接近复合型、产品型和业务型人才,而不是某一垂直模块的执行专家。 其分享材料中也提到,AI时代HR的核心特征包括:AI Agent成为员工服务第一入口,更多self-service与自动化流程出现,数据驱动的人才规划与组织决策增强,个性化员工体验逐步替代标准化政策。同时,传统HRBP、COE与Shared Service模式也可能被重新定义,HR Operations将更像AI驱动的数字化HR服务平台,HRBP将更接近Strategic Talent Leaders,COE则会向HR Product Designers演进。 在产品案例部分,Tom Zhang点评了多类代表性公司和工具,包括面向高效招聘和专家数据标注的Scale AI,面向中小企业和下一代HR平台的Rippling、Gusto,AI原生ATS代表Ashby,围绕AI能力评估、绩效管理和对话式招聘的Peoplebox、Paradox等。他还提到,招聘工具正在从传统ATS和人才库管理,逐渐走向AI辅助搜索、自动触达、面试记录生成、漏斗分析和候选人匹配推荐。 这场分享的关键启发是,AI对HR的影响不是单点工具替代,而是逐步重构HR的操作系统。HR不能只问“哪个工具好用”,更要问“这个工具改变了哪个工作流”“它如何影响组织效率”“它带来了哪些治理风险”“它是否真正提升员工体验和管理决策质量”。未来HR的竞争力,不只是会使用AI,而是能判断AI如何进入业务流程、组织机制和人才战略。 AI招聘时代:候选人会用AI,招聘也必须重新设计 “AI in recruiting and talent strategy”圆桌由 Zoox Technical Recruiter Julian Lu 主持,Hesai Director of HR and Ops Cindy Zheng、NewsBreak Executive Talent Acquisition Tan Huangfu、Otter.ai Technical Recruiter Qiuyi Chen 以及 Tom Zhang 共同参与。嘉宾围绕AI对招聘流程、候选人评估、技术人才竞争、招聘效率提升和人才战略转型的影响展开交流。 招聘是AI进入HR最快的场景之一。一方面,AI可以帮助招聘团队更快完成职位描述、候选人搜索、简历筛选、候选人触达、面试记录和漏斗分析。另一方面,候选人也正在使用AI优化简历、准备面试,甚至在某些远程面试场景中实时辅助回答问题。这意味着,传统基于简历和问答的招聘评估方式,正在面临可信度挑战。 未来招聘的核心能力,将从“谁能找到更多候选人”转向“谁能更准确判断候选人的真实能力”。嘉宾们讨论到,招聘团队需要更关注真实工作样本、项目协作、问题解决过程、候选人与团队的协同方式,以及AI使用能力本身。对于技术岗位尤其如此,候选人是否会使用AI、是否能用AI提升工作质量,正在成为新的评估维度。 这对HR和招聘团队提出了更高要求。招聘不再只是流程推进,而是人才市场判断、业务需求理解、候选人体验设计、评估机制更新和组织能力建设的综合工作。AI会提升招聘效率,但也会放大招聘中的误判风险。真正有价值的招聘团队,需要在速度和判断力之间找到平衡。 AI时代的组织协作:从工具采用走向劳动力转型 下午的“Organizational and collaboration model in AI”圆桌由 OpusClip Head of People Libby Sun 主持,嘉宾包括 Jobright.ai Co-Founder Ethan Zheng、Cisco Splunk Senior Manager, People Partner Tina Weinberge、Doublefin CEO Warren、Startup Advisor and Venture Investor Tim Xiong。与传统HR议题不同,这场讨论更多从业务战略、组织重构、投资趋势和创业实践角度,分析AI对未来组织形态、协作模式和人才管理方式的深层影响。 讨论首先指向一个核心变化:AI正在显著放大少数高密度人才的产出能力,并推动企业重新审视传统组织层级。当AI让个人或小团队拥有过去需要更大团队才能实现的执行能力时,组织中的沟通成本、协作链条和中层传导机制都会被重新评估。未来的高效组织可能更强调小型化、扁平化和高自主性,让具备强判断力、强学习能力和AI驾驭能力的人才,直接围绕目标、数据和产品结果展开工作。 来自大型科技公司的嘉宾则提醒,AI转型不能停留在“工具采用”层面。很多企业看到员工开始使用AI工具,就容易误以为已经完成了AI转型。但真正的劳动力转型,需要企业从零散使用工具,进入确定性的AI工作流,再进一步发展出AI原生的业务流程和组织能力。AI变革的关键不是每个人都开通了某个工具,而是企业是否能够系统性地重构工作方式、决策流程、角色分工和绩效衡量机制。 投资人视角进一步补充了AI影响企业速度的判断框架。AI对企业的改变速度既取决于行业属性,也取决于企业基因。软件、SaaS和知识密集型行业由于与大模型能力高度匹配,正在更快经历工作方式和商业模式变化;而制造业、机器人和硬件相关行业虽然变革节奏不同,但随着数据采集、自动化和具身智能的发展,也会逐步迎来更深层次变化。 这场圆桌给HR的启示非常明确:不要把AI转型理解成一次全员工具培训,而要从一个具体团队、一个关键流程、一个可衡量的业务问题开始试点。招聘、员工服务、知识管理、绩效反馈、入职流程、管理者支持,都可以成为AI pilot的入口。只有当AI从个人效率工具变成可复制的组织工作流,AI才真正成为组织能力的一部分。 北美华人HR的机会:AI降低语言门槛,但不会替代信任与判断 论坛最后一场圆桌聚焦“北美华人HR的发展挑战和机遇”,由 East West Bank VP-HRBP Joki Jin 主持,邀请来自 Yahoo、Seyond、Silergy 和 NewsBreak 的资深HR领袖参与。相比前面关于AI和全球化的宏观讨论,这场对话更接近北美华人HR的真实职业处境。 嘉宾们普遍认为,北美华人HR要提升影响力,首先必须从“懂业务”进一步走向“能够解释业务、组织业务和影响业务”。优秀的HR不只是接收业务需求、完成招聘、处理员工关系或执行流程,而是要理解公司所处阶段、业务增长逻辑、组织资源配置和人才结构变化,并能够用业务听得懂的框架进行沟通。 数据和逻辑,是HR获得业务信任的重要基础。在科技公司和工程师文化较强的组织中,HR如果只从政策或感受出发,很容易被业务视为流程阻力。相反,HR需要深入理解业务目标、项目进度和团队痛点,用数据、同比分析、行业对标和问题拆解与业务对话。尤其是在绩效、晋升、组织效率和人员配置等敏感议题上,HR需要把问题从“人和情绪”转化为“目标、事实、数据和可执行方案”。 嘉宾们也提到,HR不能等业务方案已经成型后才被动执行,而应尽早进入决策过程。当业务部门提出扩招、重组、调整层级或改变激励方式时,HR需要敢于向上提问:为什么现在需要这样做?背后的业务目标是什么?组织成本是否可承受?人才结构是否支持?是否会带来新的管理复杂度?当HR能够提前参与人才盘点、角色定义、组织设计和沟通节奏规划时,就能从“中间协调者”转变为真正的战略伙伴。 AI如何帮助北美华人HR突破职业天花板,也是本场圆桌的重要话题。嘉宾认为,AI正在显著降低语言表达和信息整理门槛,这对许多非英语母语的华人HR是一项重要机会。过去,语言流利度可能影响华人HR在书面沟通、汇报材料和跨部门表达中的信心;现在,AI可以帮助HR优化英文表达、整理逻辑结构、形成更专业的报告和沟通稿。真正重要的竞争力,将越来越回到问题判断、逻辑清晰度、业务理解和组织洞察本身。 不过,嘉宾也强调,AI并不会取代HR在人际信任和复杂关系处理中的核心价值。面对高管沟通、核心人才流失、组织情绪波动、跨文化误解和敏感员工关系问题,AI可以提供方案、话术和分析,但无法替代HR长期建立的信任、同理心、商业判断和现场感。未来HR的价值,恰恰在于能够把AI带来的效率提升,与人类在信任、判断和复杂沟通中的优势结合起来。 NACSHR的价值:不是一次会议,而是一个长期专业连接网络 回看整场论坛,一个清晰的主线逐渐浮现:AI正在重构HR的工作方式,全球化正在提高企业管理复杂度,招聘和组织协作正在被重新设计,员工福利与合规正在成为企业运营基础设施,而北美华人HR正处在这些变化的交汇点上。
